So the certificate proves control, not character.
For our system: the certificate proves the subject completed a procedure. It does not prove the subject is anything in particular.
Questions:
1. What procedure? 2. Under whose supervision? 3. According to what standards?
These are in the policy. The certificate references the policy. The policy defines what was required.
