Subject: What counts as proof?

Reb Kovacs's story illustrates a difficulty.
The Munkács community used one proof type: collective knowledge. The Pressburg rav required another: attestation by named authorities. The same underlying fact required different encoding for different contexts.
Should we encode the fact, or the proof?
