If we are going to do this, we should do it properly.
Context tokens are identifiers. Registries express relationships between identifiers and properties. This is what the semantic web was designed for.
Consider: with RDF, we could express that BP is geographically contained within NYC. With OWL ontologies, we could define inheritance — CHABAD as a subclass of ASHK. With SPARQL, applications could query across registries: "return all contexts geographically within Israel."
The machinery exists. We should use it.
