JSON-LD.

It is valid JSON. Any parser can read it as simple key-value data. But it includes an @context field that enables expansion to full RDF. Applications that want a lookup table get one. Applications that want a knowledge graph can build one.

We define a vocabulary at dep-specs.org. Registries reference it. The semantic web capabilities are available. Whether anyone uses them is their choice.
