I share Dr. Lobel's concern, though perhaps not for the same reasons.
If we import Dublin Core, we inherit its definitions. The term dcterms:publisher is defined as "An entity responsible for making the resource available." This is not precisely what we mean. Our publisher field identifies the community that maintains the registry — this is not the same as "making the resource available."
The Rema, in his glosses on Shulchan Aruch, frequently distinguishes between terms that appear similar but carry different halakhic weight. A term borrowed from one context does not automatically carry the same implications in another. The word is the same; the meaning is not.
If we use Dublin Core's publisher, we assert equivalence with their definition. Do we intend that assertion?
