I am not sure R. Nachmani is correct.

Registry A may be published by a community that considers the Hebrew and English names interchangeable. Registry B may be published by a community that distinguishes them — perhaps YERUSHALAYIM implies a religious context that JRS does not.

Both registries may be right for their communities.
