Following our discussion of token governance, a related question has been troubling me.

Suppose two communities both publish context registries. One defines @URBAN as "a city of more than 50,000 people." Another defines it as "a place where stars are difficult to see due to ambient light." These definitions overlap but are not identical.

If I receive an assertion marked @URBAN, which definition applies? Surely we are not suggesting they are simply "the same"?
