I apologize for the delay. The chag and then a family matter.
The Rebbetzin has identified the core difficulty. The chair would note:
1. Equivalence is not a property of the tokens themselves. 2. It is a judgment made by someone comparing them. 3. Different judges may reach different conclusions.
Consider: the Ashkenazi community might say @ASHK and @LITA are equivalent for certain purposes. The Litvish community might disagree. Who is correct?
We faced this same structure in the baseline thread: who has authority to say what counts as the same?
