I discussed this with Dr. Stern after Tuesday's meeting. She suggested we consider a different approach.

I move that we consider the following:

1. The specification defines identifier equality as string comparison. 2. The specification declines to define semantic equivalence. 3. Semantic equivalence is left to out-of-band agreement.

If two communities wish to treat their tokens as equivalent, they may do so by mutual agreement. The specification does not encode that agreement. It merely does not prevent it.
