Subject: Clarification

The chair confirms: the specification does not define a default context.

Absence of a context token means the sender did not specify. Implementations MUST NOT assume any particular context. They may prompt, infer from other sources, or treat context as unknown.

This is intentional. A specification default would impose one community's assumptions on all others.
