I confess I had not considered this. In my community, formats were always adapted to local needs.

But Devorah, is this necessarily a problem? Perhaps the divergence is the feature. Users extended the format to express what they needed to express. The specification was a starting point, not a constraint.

Real identity is messy. Perhaps the format should be messy too.
