Subject: The chair's recommendation

The committee has now heard Dr. Lobel's proposal and considerable discussion. I offer the following summary:

Dr. Lobel proposes an ontology-based approach that would enable formal reasoning, querying, and interoperability. The technical merits are clear.

Several committee members have raised concerns: - Devorah notes the implementation complexity - Ben-Ari questions whether the capability serves an identified need - R. Nachmani suggests the approach exceeds our requirements - Rav Halevi raises questions about aggregation of identity data - Reb Kovacs expresses concerns about individual autonomy - Dr. Stern observes the scope expansion

The chair recommends we proceed with the simpler format under discussion. The self-attestation specification will not require ontology infrastructure. Implementations that wish to build semantic layers above the format may do so, but this is not required.

Dr. Lobel's contribution is noted in the record. Her expertise remains valuable to the committee.
