The language is a start. But language in a specification does not bind implementations.

I can write a service that ignores every SHOULD and SHOULD NOT. The specification does not stop me. It only gives grounds for criticism.

If we are serious about preventing misuse, we need more than words. We need architecture. Or we need to accept that the words are aspirational.
