The chair notes that we are discussing two separate questions:
1. Should case be significant in the format? (A syntactic question.) 2. If so, what should case differences mean? (A semantic question.)
Rav Halevi frames this in terms of scribal tradition. R. Nachmani proposes a practical application. The Rebbetzin asks who determines the implications.
I would suggest we can answer the first question without fully answering the second.
