Building on Rav Halevi's question and the discussion so far, I propose:
Case should be significant. K and k are distinct codes.
The meaning of the distinction should be left to communities. We define the syntax. Usage defines the semantics.
This follows the pattern we have established elsewhere: the specification provides vocabulary, not interpretation.
