Subject: Implementation question

I am confused about what we are encoding.

If someone writes Geo:US, does that mean: - They were born in the US? - They live in the US? - They grew up in the US? - Their Jewish identity was formed in the US?

For implementation, I need to know what the code means. Currently it could mean any of these.
