Reb Kovacs asks whether local knowledge belongs in a specification. But is this not what our sources do? The Talmud records multiple indicators because different communities observed different things. The Ben Ish Chai discusses indicators specific to Baghdad — the heat, the quality of twilight at our latitude. Dogs bark everywhere, but not every community has ravens. Not every community has your snow.
The specification could define a core set (those attested in the classical sources) while permitting extensions. This is not complicated.
