Subject: Open vs closed indicator registry

To me.
If I receive an unrecognized indicator: - Registry closed: reject the string - Registry open: then what?
Accept it? Ignore it? Pass it through?
And who decided what counts as "core"? If my grandmother's community used indicators not in your Talmud, are those extensions or errors?
What does my parser do?
