The Rebbetzin's question is precise.

Biblical Hebrew has no vowels in the written form. Modern Hebrew uses different conventions. Some communities use Rashi script. Others use block letters. Do we include niqqud? Which Unicode normalization form?

If someone writes שחר with a dagesh and someone else writes שחר without, are these the same indicator? My implementation would say no. The bytes differ.
