Subject: What does certification prove?

The consumer decides.
The consumer sees the certificate. The consumer knows the rav (or knows of him). The consumer decides whether watching by this rav, under these conditions, is sufficient for their standards.
Two consumers can look at the same certificate and reach different conclusions. One eats, one does not. The certificate has not changed.
