Let the chair summarize what appears to be emerging.

A certificate makes narrow, verifiable claims: - This subject completed this procedure - Under this policy - Witnessed by this authority - On this date

A certificate does not make broad, interpretive claims: - This subject is kosher/Jewish/trustworthy - This procedure is sufficient for your purposes - You should accept this subject

The gap between certificate and conclusion is filled by the relying party. Different relying parties fill it differently. The certificate is the same. The conclusions differ.
