Subject: What does certification prove?

The model we are describing, not proposing.
This is how Jewish certification has always worked. The beit din certifies that a conversion occurred. Whether that conversion is accepted depends on who you ask. The Rabbinate accepts some batei din and not others. The certificate is unchanged.
We are not inventing a new gap between claim and interpretation. We are making the existing gap explicit.
