Perhaps. But there is a difference between dominance that emerges from use and dominance that is built into the specification.

If the specification says "the official BRIT service is at brit.org," we have created authority. If the specification says nothing about instances and someone builds a popular service, that is different. They have no special standing. A competitor can emerge. Communities can run their own.
