Nu, my zeyde used to say: before the war, every town had its own rav. The rav of Munkács did not answer to the rav of Pressburg. The rav of Pressburg did not answer to the rav of Vilna. There was no chief rabbi because there was no one to be chief of.
Then came the modern state. Someone decided there should be one authority. For efficiency. For clarity. For control.
My zeyde said: the moment you create the chair, someone will sit in it. The question is not whether the chair is empty. The question is whether to build the chair.
