Add one more point.
The specification should include language discouraging implementations from shipping with hardcoded endpoints. Default configurations are soft mandates. If every implementation ships pointing to the same service, you have created a de facto authority regardless of what the spec says.
Implementations should ship with empty configurations. The administrator must choose.
