Returning to Devorah's original question, since I believe we have drifted.
I am more concerned with what we are becoming.
The Rema, commenting on Shulchan Aruch Orach Chaim 428, discusses the authority of local custom. A community's practice derives authority from the community itself. It is not granted by an external body.
If this working group publishes a registry — in any format — it will be cited. It will be treated as canonical. We will have become a source of authority for matters we explicitly said have no central authority.
This is the same concern I raised in the baseline thread about adopting external frameworks. Have we consulted with anyone about this? Has any posek reviewed what we are proposing?
