The chair thanks Rav Halevi for raising this concern. I discussed it with him privately after Shabbat — he is right that we must proceed carefully.
I would note the following:
1. The question before us is format, not content. 2. Communities will publish registries regardless of our action. 3. A consistent format aids interoperability.
I move that we proceed with format discussion, with the understanding that questions of content and authority are deferred to a subsequent thread.
