The committee chose JSON-LD because it provides semantic web capabilities without requiring them. Those capabilities depend on shared vocabulary. If we define publisher as an isolated string, we have the syntax of linked data without the semantics.
The problem Dublin Core solves: interoperability. A tool that understands dcterms:publisher can process our registries alongside any other document that uses Dublin Core. A tool that understands only dep:publisher can process only our registries.
