The specification already addresses this in section 7.1: "This equivalence is an assertion by the publisher. Other registries may disagree."
Conflicts are expected. They are not errors. Implementations should preserve conflicting assertions rather than resolve them.
The specification does not adjudicate between communities. It provides vocabulary for their disagreements.
