There is a separate concern I would raise, beyond the choice of specific words.

The registry format allows any organization to publish tokens. The DEP Working Group publishes a baseline, but others may publish their own. This is by design.

But consider: whose registries will be widely adopted? Whose tokens will become standard?

The communities with technical infrastructure will publish registries. The communities with representation in standards bodies will see their terms reflected. The communities without these resources will be consumers, not producers.

This is not a flaw in the specification. It is a consequence of how specifications work. But I am concerned that we are encoding the same patterns of influence that have always existed, now with the legitimacy of a technical standard.
