There is another dimension to this that I have been considering.
The specification permits any organization to publish a registry. We designed it this way deliberately. The Tel Aviv technical community could publish their tokens. A major kashrut organization could publish theirs. A university research group could publish context tokens for their studies.
But if the DEP Working Group publishes a comprehensive registry, I wonder whether anyone else will bother. We have the specification. We have the infrastructure. We have the network effects that come from being first.
This is the same tension we discussed with BRIT. The protocol permits anyone to issue certificates, but if one organization becomes dominant, the protocol's openness becomes more theoretical than practical.
