Returning to Devorah's original question, since I do not think it has been answered.
A registry. A central list of tokens and their definitions. Each token would have one meaning. Communities that want to be understood would use the tokens from the registry. Communities that want their own tokens could have them, but they would be local. Unregistered.
In Baghdad, the kehilla maintained such lists: who was authorized to slaughter, which families had certain privileges. When questions arose, you consulted the list. There must be organizations that maintain such things for identifiers. The date specification mentions geographic codes. If we were to establish such an authority, or partner with an existing one...
