Let us consider what interoperability would require.

Two communities use @JRS. For their assertions to be comparable, they must mean the same thing by the token. But the specification says context includes "customary behavior" and "local practice." Two communities may have different customs. If their customs differ, their contexts differ, even if both call it Jerusalem.

A registry cannot solve this. It can only mask it.

I discussed this with Dr. Stern before the meeting last week, and she made a point worth raising here.
