These bodies disagree.
Yes. They disagree. That is the reality.
Pretending they do not disagree does not help. That is what opacity does. It moves the disagreement somewhere else. Into implementations. Into confused users. Into conflicts that surface later instead of now.
I would rather have an honest specification that acknowledges the disagreement than a "neutral" one that pretends it does not exist.
