The chair would note that this issue was discussed extensively during the initial drafting.
The committee considered both approaches. The "Nisan-first" approach, which honors the biblical text, and the "Tishrei-first" approach, which honors sorting and year-counting practice.
We chose Tishrei for practical reasons. But we acknowledged the theological implications by including a reference to Exodus 12:2 in the specification, noting that "original-specification numbering" differs.
The term "transitional convention" was chosen to avoid claiming that our numbering is the "correct" one.
