Subject: Which is the real one?
Let me explain why this matters.
A child is born on 15 Adar in a regular year. When is their bar mitzvah in a leap year? If Adar II is the "real" Adar, then 15 Adar II. If Adar I is the "real" Adar, then 15 Adar I.
A person dies on 15 Adar in a regular year. When is the yahrzeit in a leap year? The Shulchan Aruch discusses this. The Rema disagrees. Communities differ.
Our encoding must represent dates without prejudicing these questions.
