Subject: Implementation proposal

I propose:

1. In leap years, month 06 requires a suffix: 06a or 06b 2. In regular years, month 06 has no suffix 3. The unsuffixed 06 is invalid in leap years 4. The suffixed forms are invalid in regular years

This makes parsing unambiguous. My implementation can validate by checking the year against the 19-year cycle.
