The beit din model.
The certificate of conversion does not make you Jewish. It attests that a procedure occurred. Whether that procedure makes you Jewish depends on who you ask. The Rabbinate accepts some conversions and rejects others. The certificate is the same. The criteria for acceptance differ.
We are not inventing a new model. We are formalizing how Jewish certification has always worked.
