There is a story (I do not know if it is true) about the first telephone installed in the Munkács rebbe's home.

The rebbe refused to use it for weeks. Someone asked why.

He said: "When I pick up the telephone, someone expects me to speak. But I have not agreed to speak. The device creates an obligation I did not accept."

Eventually he relented. But he always began telephone conversations by saying: "I do not promise to answer."

The RFC format creates expectations. "IANA Considerations" implies we have considered IANA's expectations of us. But why should we?
