The Rebbetzin's question cuts deep.
We are writing a specification. Specifications are meant to standardize. But she observes that meaning will vary by community regardless of what we write.
If this is true, what is the specification for?
Perhaps it is for providing vocabulary that communities then interpret. We give them K and k. They decide what these mean in their context.
This is not unlike how halakha works. The Shulchan Aruch provides rules. Local custom provides application. The text is fixed. The reading is local.
