The chair proposes the following language for the specification:
Case is significant. K and k are distinct codes and MAY carry different meaning. The specification defines canonical forms but does not define what case variations signify. Community usage establishes conventions.
This addresses: - Devorah's implementation needs (case is syntactically significant) - R. Nachmani's desire for expressiveness (case can carry meaning) - The Rebbetzin's observation about community variation (we do not fix the meaning)
I welcome amendments.
