Three is not arbitrary.
Three witnesses for capital cases. Three judges for monetary disputes. Three stars to end Shabbat. Three patriarchs, three daily prayers, three pilgrimage festivals.
But I suspect R. Nachmani did not consult the Gemara before proposing three. He chose a number that felt substantial without being burdensome. The Jewish resonance is accidental.
