Rav Halevi is correct. I did not consult sources. Three seemed like enough.
But now that he mentions it, perhaps there is wisdom in the accident. A beit din requires three because one person's judgment is insufficient, and two may deadlock. Three ensures deliberation.
A single token is a declaration. Three tokens require choices. Which aspects of identity to include, which to omit. The act of choosing is itself meaningful.
