Subject: The distinction
The chair believes we have arrived at something useful.
Devorah and Reb Kovacs have clarified a distinction that was implicit in our earlier discussions: specification versus service, format versus policy, what is permitted versus what is accepted.
The specification defines validity. It says: this is a well-formed block. It does not say: this is a sufficient block, or a meaningful block, or a block that deserves a certificate.
Services make those judgments. Let's Brit may impose requirements. Other services may impose different requirements. The specification enables; the services constrain.
If this distinction holds, then R. Nachmani's concern is addressed without changing the specification. The format permits single tokens. Let's Brit may refuse them.
