Reb Kovacs has described exactly the distinction.

The specification is the imperial regulation. It defines what is syntactically valid. A single token is valid. The specification has no opinion about whether it is wise or sufficient or meaningful.

Let's Brit is the postmaster. It decides what to accept. It may refuse single-token submissions. It may require three, or five, or ten. These are service policies, not format requirements.

The specification permits. The service restricts. Both are doing their jobs.
