Dr. Stern's count is accurate. Twelve modifiers, no definitions.
This affects implementation. If a user writes K++++ and another writes K+++, should my system treat these as meaningfully different? Is there a maximum beyond which more pluses are ignored?
The draft says ++++ is maximum and advises using it sparingly. But advising is not constraining. What if someone writes K+++++?
