Not resolution. Just structure.

The Rabbinate's problem is that different evidence types are incommensurable. A letter from an Orthodox rabbi, a certificate from a Conservative beit din, a family tradition: how do you weigh them?

A structured system would at least make the evidence comparable. Not resolved, but organized. Devorah could tell you: "This identity block has three community attestations and one rabbinical letter." Whether that is sufficient is still a judgment call, but at least the inputs are clear.
