Reviewing the background codes in ยง6.1, I notice the Bx code: "Decline to state."

The specification says this exists because "converts are under no obligation to disclose conversion status."

But this creates an odd situation. If someone uses Bx, what do we learn? We learn that they have a background they prefer not to disclose. This is not the same as learning nothing.

BJ means born Jewish. BC means convert. Bx means: something I am not telling you.

Does Bx reveal more than it conceals?
