The chair would note that R. Nachmani has identified a genuine ambiguity.
The categories in §6.3 are described as organizational — "for human readers," as Dr. Stern noted. But the specification does not explicitly state that categories carry no semantic weight.
Perhaps we should add clarifying language. Something like: "Categories are provided for readability. They do not imply precedence, reliability, or evidentiary weight."
Would this address the concern?
