Let's Encrypt works for domain certificates because the question is simple: do you control this domain? The answer is technical. One organization can answer it as well as another.
Identity attestation is different. Who completed a conversion? Which beit din is legitimate? These are not technical questions. Different communities will answer differently.
If one service dominates, that service's answers become normative. Their list of approved batei din becomes the list. Their policies become the policies.
You will have built the infrastructure for a new central authority. Someone will capture it.
